Reima Lehtimaki sent this note on cell phone use in Finland.
"I checked Finnish legislation concerning cell phones. There really is a provision. The decree concerning maneuvering a vehicle on the roads (1257/1992, 8.1) enacts:
Translation: "While driving, a radio or TV receiver or another device for sound-reproduction or information-sending are not allowed if used so that they disturb the driver's ability to concentrate to driving."
This provision is rather old in relation with the modern use of cell phones, but it generally covers the idea of the possible distractions and the kind of devices in question, since a cell phone is another information-sending device.
