You can fix error 711 by performing the following steps:
- Click Windows logo in the taskbar
- Type services.msc in Start Search box, and then press the Enter key
- Right-click Services in the left-pane, and then select the Run as administrator option
- Click Yes in case the Remote Access Auto Connection Manager dialog box opens
- Locate Remote Access Auto Connection Manager in the right-pane, right-click it, and then select Properties
- Select the Manual option in the Startup type dialog box
- Click Apply and then OK to save the changes you have made and to close the properties dialog box
- In the right pane, locate Remote Access Connection Manager, right-click it, and then select Properties
- Select the Manual option in the Startup type dialog box
- Click Apply and then OK to save the changes you have made and to close the properties dialog box
- In the right-pane, locate Telephony, right-click it, and then select Properties
- Select the Manual option in the Startup type dialog box
- Click Apply, and then OK to save your changes and to close the Telephony properties dialog box
- Click the File menu, and then Exit
